An update to the 2013 Ministerial Notice for Higher Education Student Data Collection was released on 18 December 2012. This formalises the following changes to the higher education reporting requirements for 2013:
Modifications to elements
- Element 392 - Maximum student contribution indicator
This allows for the recent changes that implement a single annual student course contribution rate for higher education students who study mathematics, statistics and science units from 1 January 2013. It also reflects the end of all other grandfathering arrangements from 31 December 2012, with the exception of students who commenced a nursing or teaching course of study prior to 1 January 2010.
- Element 493 - Highest educational participation prior to commencement
A coding note has been added to Element 493 to clarify that code 5 should only be used where a student has not completed a higher education course.

Removal of the Electronic Request for Commonwealth Assistance Form (ECAF) submission from 2013.
This aligns the changes to the Request for Commonwealth assistance forms completed by students with the data reported to the Australian Taxation Office.

Inclusion of the specifications for the two recently introduced revisions processes:
- Campus Deletions (CD)
The Campus Deletions submission provides you with a mechanism to directly delete campus records that are no longer required. The Campus Deletions scope document provides more details on this process.
- Enrolment Revisions (ER)
The new enrolment revisions process enables you to directly update enrolment data that has previously been reported to HEIMS. There is no system change for the ER process as its file structure is the same as the EN file.

The revisions process has been available in 2012. It has been therefore formalised in an update to the 2012 data requirements.
The date for the formal verification of completions data has changed to 15 May. This is to align the verification of completions data with the verification of the student data.
The relevant Data Requirements and Change Control document will be released with this update and will provide the complete details of all changes for this update.
